To me it is obvious that it is not made by an important workshop. From the picture, and I stress picture, it appears to be a low carat ring (perhaps not even gold?) and the stone does not seem to be a natural.

I can tell you that this is not a UK hallmark. I have searched the books on foreign marks in our library, but I am afraid I have been unable to identify this mark.
