Vintage or Antique Fan Brooch? Can you help solve a mystery?

I received this brooch from my next door neighbor when I lived in Dallas.She owned an antique store, but I don't know if this is vintage or not. It's a stunning piece and I hope you can help me find out about this mark. It looks like a swan in the center with flowers on each side (see pics)
