yes, you're spot on with the 'm's by the wheel. and yes they are (small) diamonds, just tested them.

sorry, honey just managed to return to this, the brooch was given to my grandmother. Her father was the officer in command of an army stores/supply centre (don't know the right terminology) and my grandmother (small child) presented VA with flowers and was given this brooch by her. This was pre WW1.
My grandmother was born in 1899, and this was somewhere in the Brandenburg region. Thanks for your help and interest

what a gorgeous brooch! Are these diamonds we can see peeping out of the VA monogram? As you most probably already know, the letters on the front of the brooch is the Imperial Monogram of Empress Augusta_Victoria of Germany.
Augusta Victoria from Schleswig-Holstein (22 October 1858 - 11 April 1921) was the last German Empress and Queen of Prussia. Her full German name was, (deep breath) Auguste Victoria (also spelled Viktoria) Friederike Luise Feodora Jenny von Schleswig-Holstein-Sonderburg-Augustenburg!
The Kingdom of Prussia (German: Königreich Preußen) was a German kingdom from 1701 to 1918.
Without the benefit of an image of the mark, its impossible to tell the maker, however if you can see an M letter before and after the "Wheel" it could possibly be MARTIN MAYER (Silversmiths & Jewelers, Mainz, Germany )- ca 1888 - 1940s
