the numbers could be design numbers or patent numbers.
The name "Perfect" sounds like a Brand or Trade Name.

"PERFECTA" with an A at the end was the Brand name used by S.J. LEVI & Co. on Silver items sold in USA, Birmingham, UK - ca 1920s
