Yes you are right. Dutch hallmarks on silver are: first proportion 925/1000 also called Sterling second proportion 835/1000 third proportion 800/1000
And mostly the maker can be identified with his individual mark (one or more letters).

how interesting! Amanda must be excited to have the mystery finally solved. I have seen this style of jewelry once before but could never quite work out if it was Dutch or German. I believe that the numbers '825' mean exactly what it indicates - 825 parts refined silver and approximately 175 parts base metal. Is this the Dutch Silver Hallmark you were mentioning?

Because The Netherlands is my native country I can tell you this about these jewels.
In the region: Zeeland (located in the south -west of the Netherlands, the same region as the well-known Delta Works) is also known for this kind of peasant silver, or somethimes gold jewelry.
In the Netherlands known as jewelry of this special style with these little round knots which has the name: Zeeuwse knop.
This style of jewelry was in fashion in that region in the 18th and 19th century.
