Hi Pam thanks for writing in. No prize for guessing the gold standard :-) Yes, it could possibly be Finnish.

Maker's mark N W (no decimals after the letter)
TAPPIO WIRKKALA (Sterling Silver & Jewelry Designer, Finland) - ca 1950s - 1980s
