Hi Christine my research reveals that W.J.H is a Birmingham maker's mark. William J. Holmes - 1st third twentieth century. You say though the city mark is a leopard which is the London city mark. The mark for London, a leopard's head was crowned before 1821. A photo would help a great deal here. The shape of the shield behind the date letter is REALLY important and also the style of the date letter. Also some American maker's marks bear a striking resemblance to British hallmarks.
I'm hoping one of the experts might be able to add something... and help us unravel this mystery mark.
