Is This cameo Unique?

I have this 18K mounted cameo that looks like a monk's head and cowl. It also has a 14K pin to wear as a brooch and a loop to wear as a pendant.

It measures 2" by 1+1/2". It has an inscription on the inside that looks like it begins with either a large number 2 or a capital Q in script, followed by a few vertical marks, an incomplete 0, a symbol akin to a ribbon and a couple more marks. Any help with identifying and appraising this piece would be much appreciated.
