Is jewelry marked "made in western germany" older than

I have this (necklace, I think) piece that is oviously old, looks almost like a rosary, but the picture on it I don't think is religious. (Is it?) Does this piece have a name/or a name of the maker? What year (or around when) was it made? It is marked "made in Western Germany" - Is it true that jewelry made in western Germany is all older than World War 2 - 1945? Thanks for all your jewelry help.
