Identify - Confusing Hallmarks

Hallmark is confusing

On small ring with shield shaped area with initials on top
Hallmark " W e crown anchor on side letter "L" head of monarch in circular depression, possibly young victoria?

I think it is gold although it could be gold plated. Any help would be appreciated.
