I have a watch fob

It is Gold with a white cross on a blue shield. There is a torch on the white cross. On the blue shield there is a gold "dot" at each of the "v's" formed from the cross (or corners), a total of 4 dots.On reverse there is my father's name, below that the date of 4-9-40 and below that the number A-70. What is it ? What does it mean?
