The earrings are obiviously composed of two different gold compositions, both 18Karat and 9Karat, although the particular stamping would indicate a European manufacture.

Without seeing the mark and style of earrings, I cannot narrow down a more specific country or possible maker. Generally the Higher Karat of gold would be used for the decoration part, and the lower for the wires/posts/frame/backing.
