This cameo appears to be from Victorian period mid to late 1800's. It's moulded piece made of man made material and used widely to recreate onyx or black enamel look for Victorian mourning jewelry.
Nice peace of history. As far as a value it depends on what material is the frame. Gold frame will increase the value. (Obviously:-)
