Cat Face on Rope Ring

I have a rope looking ring but it's only 1/2 of the ring. On the inside is a crown,18, looks like a "cat face" and finally III. I was once stopped by a woman and she told me it was a ------ ring I can't remember the name she said. Is the III for a king ?
