It's impossible to tell without seeing an image, because you say it could be a dragonfly moth or butterfly. It is not an assay mark or indication of carat weight, it might even be a bird, since they all look very similar, especially if it is as small as it seems to be in your description.
14K gold is used all over the world so it is not exclusive to North America.
There is nothing listed in any resource I have which identifies a moth or butterfly as a hallmark.

Unfortunately, we haven't a photo of the mark to go by. Even if the mark is clear and easy to describe in words, there is nothing that compares to actually seeing the mark. No problem.
