Several reasons why it's not marked 14K, the most obvious, it might not be 14k gold, or it might not have been made in the US. 14K is the common US gold standard. Then again, it could t be US made but not hallmarked. Not every piece of jewelry is hallmarked in US. Hallmarking gold only became a legal requirement in the US in 1906.
I doubt VERY much it is authentic Etruscan jewelry- if it is an authentic etruscan bracelet it would be in a museum or in a VVIP's collection.
The Etruscans lived in what is modern Tuscany, in the area bounded by the Tiber and Arno rivers, the Apennines and the Tyrrhenian Sea. The Etruscan economy was based on agriculture, trade, and mineral resources.
The Etruscans were the Masters of Gold Granulation which is a special gold work technique. The jewelry has two periods. The early Etruscan period of the 7th century BC to the 5th century BC when the Etruscans excelled in developing their characteristic styles and methods of workmanship, producing pieces of technical perfection and then you have the Late Etruscan Period, 4th-3rd centuries BC when the work was of a coarser quality.
Most likely the item is Etruscan style, you can get the metal tested by your local jeweler to determine the gold content, if you do not have access to gold testing equipment.
