The 375 tells you that it's made of 9ct gold. The 375 within the scales design is a convention mark.
Some countries in Europe test and hallmark in the same way as we do. These countries have formed a European convention and items marked with this scales emblem can be traded between member countries without the need for further marking within the countries. It's a sort of "european hallmark"! and its called a convention or common control mark. (CCM)
