1/20 12 KGF means 1/5th of the entire weight is made up of 12 k gold. Yep, it's gold filled.

Managed to identify the maker's mark :-)

S F.H. Sadler & Co., Inc
(Manufacturing Jewelers, Attleboro, MA, USA) ca 1910s-1930s.
