Anchor Hallmark Question

I have an antique toast rack, I'm not sure what it is made of.. i thought it was silver but it has a light matt gold look about it... as if it has been polished too much. It is very heavy and the hallmark starts off with an anchor.

All I know is it used to belong to a elderly lady who gave it to my mother when she died. I do know she travelled quite a lot on ships. What does this anchor mean?
